We really need a way to be able to create a "segment" in an individual Broadcast.

For example, I'd like to be able to select conditions for which people to include AND exclude inside a Broadcast. I don't want to have to create an entire segment that I don't need to continue using; I just want to be able to select tags or other conditions to determine who receives that one specific Broadcast.
